As to the CPUs, most of the benchmarks I have seen show a difference in favor of the i7 by about 5%. It is there but is small.
The video is another cat entirely. The 285 totally dominates the 5830, no question. Even the power consumption is about the same. Oddly going to a 5850 would tip the balance the other way.
Going RAIS has its advantages, but the cost of the Raptors renders it moot to me. The Raptors cost about 3 times the Hitachi. Performance would be somewhat higher but less than SSD at equivalent cost.
The PSU in #1 seems to me to be a bit light. If you bought it and decided in short order that you didn't like the video performance, you would also be likely to change out the PSU for something a bit beefier.
Windows 7 versus Vista. 'Nuff said.
Me, I wouldn't choose either. I imagine these are package deals, take them as is with no modifications or alterations. I avoid these as they are usually packaged to sell based on some of the parts.
